GLORIA, ORIENTAL MINDORO — The Gloria Municipal Police Station (Gloria MPS) welcomed the National Police Commission (NAPOLCOM) MIMAROPA on Saturday, August 22, 2026, for the conduct of its Inspection, Assessment, and Monitoring for Calendar Year 2026, led by Atty. Glocyphine A. Chavez-España, Acting Regional Director of NAPOLCOM MIMAROPA.

The inspection team was warmly received by the personnel of Gloria MPS under the leadership of PMAJ FLORANTE M. SUGIAN II, Chief of Police, at the station headquarters in Barangay Maligaya, Gloria, Oriental Mindoro.

The CY 2026 inspection covered various aspects of the station’s operations, including its offices and facilities, administrative systems, operational procedures, compliance with existing policies and programs, and the delivery of police services to the community. The activity likewise provided an avenue for direct interaction between the NAPOLCOM inspection team and police personnel, allowing the assessors to gain a firsthand perspective of the station’s current practices, capabilities, and initiatives.

NAPOLCOM HIGHLIGHTS COMMUNITY-ORIENTED POLICING SYSTEM

Part of the discussions during the inspection was the implementation of the Community-Oriented Policing System (COPS/CSOP), underscoring the importance of strengthening police-community partnerships and ensuring that police programs are responsive to the actual needs and concerns of the people.

During the assessment, Gloria MPS took the opportunity to showcase its community-oriented policing initiatives, particularly Project CORDON, a station-led initiative designed to strengthen collaboration and engagement between the police and the community through proactive and responsive police service.

The presentation of Project CORDON highlighted Gloria MPS’ continuing efforts to go beyond traditional policing by building stronger relationships with community stakeholders, encouraging participation, and addressing public safety concerns through a more collaborative and people-centered approach.

The initiative also reflects the station’s commitment to developing sustainable and innovative programs that may serve as models for effective community policing. Gloria MPS is hopeful that, with its continued implementation and further enhancement, Project CORDON may be considered for participation in the NAPOLCOM Search for Best Community-Oriented Policing System (CSOP) in the coming year.

In her message, Atty. Glocyphine A. Chavez-España emphasized that the NAPOLCOM inspection is not merely a measure of compliance, but also an opportunity for police units to recognize their strengths, address identified gaps, and continuously improve the quality of service they provide to the public.

“This inspection is part of our continuing mandate to ensure that police units remain accountable, responsive, and compliant with established standards. More than simply identifying deficiencies, we want this assessment to help police stations recognize areas where they can improve and strengthen their systems and services for the community,” Atty. Chavez-España said.

She likewise underscored the importance of community-oriented policing in strengthening public trust and fostering meaningful partnerships between the police and the people.

For his part, PMAJ Florante M. Sugian II, Chief of Police of Gloria MPS, expressed his appreciation for the NAPOLCOM team’s assessment, noting that the activity provides valuable guidance for the station in further strengthening its operations and service delivery.

“We welcome the NAPOLCOM inspection as an opportunity for us to objectively assess where we stand, identify areas that need improvement, and further strengthen the systems and practices of Gloria MPS. We value the observations and recommendations of NAPOLCOM because these will help us become more efficient, accountable, and responsive in serving the people of Gloria,” PMAJ Sugian said.

On the discussion of CSOP, PMAJ Sugian highlighted the importance of Project CORDON as one of the station’s efforts to institutionalize community participation in policing.

“We are grateful that NAPOLCOM gave emphasis to our Community-Oriented Policing System. For us, Project CORDON is more than just a police program—it represents our commitment to bring the police closer to the people and make them active partners in maintaining peace, order, and safety in our community. We are hopeful that as we continue to improve and institutionalize the program, Project CORDON will eventually qualify for the NAPOLCOM Search for Best CSOP next year,” PMAJ Sugian said.

He added that the station will continue to strengthen the program through collaboration with the local government, barangay officials, community leaders, and other stakeholders.

“Our goal is not simply to have a program that looks good on paper. We want Project CORDON to create a real and lasting impact in the community—where our people feel that the police are not only there to respond when something happens, but are present, accessible, and working with them even before problems arise,” he added.

Meanwhile, Gloria MPS expressed its gratitude to Municipal Mayor Hon. Teresita M. Ong for her continued support and assistance to the police station. Although the Mayor was unable to personally attend the activity due to her participation in an activity of the League of Municipalities of the Philippines (LMP) in Iloilo, her administration’s continuing support for the programs, welfare, and operational needs of Gloria MPS was acknowledged and deeply appreciated.

The station recognizes that strong cooperation among the PNP, NAPOLCOM, Local Government Unit of Gloria, and the community is essential in building a more capable and responsive police organization and in ensuring that the public receives effective and people-centered police services.

The NAPOLCOM inspection also served as an avenue for Gloria MPS to evaluate its existing practices, identify areas for improvement, and further enhance its capabilities in providing efficient, responsive, professional, and community-oriented police service.

For Gloria MPS, the activity was more than an assessment of compliance. It was an opportunity to learn, improve, and showcase the station’s continuing efforts to build a police organization that is accountable, transparent, innovative, and genuinely connected with the community it serves.

With the continued support of the Local Government Unit of Gloria, the NAPOLCOM, barangay officials, community stakeholders, and the people of Gloria, the station remains committed to strengthening its programs and initiatives toward a safer, more peaceful, and more progressive municipality.

Gloria MPS remains steadfast in its commitment to work hand in hand with the community in making police service more responsive, people-centered, and felt by every resident of Gloria.
